Straight answers about the test, the site, and what we don't know yet.
- When does the citizenship test become mandatory?
- The reform takes effect on 1 January 2027, but the test requirement itself only applies to applications filed from 1 March 2027 onward. If you file before that date, the test doesn't apply to your application.
- Who has to take the test?
- Applicants between 18 and 64 filing on or after 1 March 2027. It doesn't apply to people who file earlier, people outside that age range, holders of a Finnish or Swedish matriculation exam or degree, or people granted a health or disability exemption.
- What's actually on the test?
- A computer-based test in Finnish or Swedish, made up of multiple-choice and true/false questions across eight subject areas: Finnish society, individual rights and responsibilities, key legislation, fundamental and human rights, equality, gender equality, history, and culture. Public drafts point to 20 to 40 questions with roughly 70 percent needed to pass, though that spec isn't locked in yet.
- How much does it cost?
- Not yet published. The government's own estimate puts annual running costs at roughly 2.3 million euros, and advocacy groups have estimated a per-applicant fee somewhere between 235 and 470 euros, but the actual fee hasn't been set.
- Is there a practice quiz on this site yet?
- Not yet. A free quiz and a full study question bank are planned, but real test material doesn't exist until the University of Helsinki finishes writing it and Migri publishes it, expected in autumn 2026.
- Is this an official government site?
- No. PassiSuomi is independent and not affiliated with Migri, the Ministry of the Interior, or any government body. For official guidance, applications, or advice on your specific situation, contact Migri directly.
- Has the residence requirement really changed?
- Yes, but not to a single flat number. The general residence requirement for naturalization is now 8 years, but applicants who demonstrate Finnish or Swedish language skills still qualify at 5 years, and per Migri, that's most applicants.
- How do I report an error or suggest a correction?
- Email support@passisuomi.fi with the page and the correction. Every claim on this site is meant to trace back to an official source, so a wrong or outdated fact is something we want to fix.
